UK appoints Secretary of Justice with no Law qualifications or legal experience (lawgazette.co.uk)

Not necessarily a bad thing, as there is a conflict of interest where the person is qualified. Because in a few years they will be unelected out and back working as a law practitioner.

So making changes which are unpopular with the Judiciary is easier for a person who isn't legally qualified. As long as their legal advisors are up to scratch.

The status of the Woolsack has been declining for a century. It is now a ceremonial office, a place (like the Duchy) to put people who need to be given something.
